The White House has unveiled tighter rules for research on potentially dangerous microbes and toxins, in an effort to stave off laboratory accidents that could unleash a pandemic. The new policy, published Monday evening, arrives after years of deliberations by an expert panel and a charged public debate over whether Covid arose from an animal market or a laboratory in China. But others warned against creating restrictive rules that would stifle valuable research without making people safer. The debate grew sharper during the pandemic, as politicians raised questions about the origin of Covid. Those who suggested it came from a lab raised concerns about studies that tweaked pathogens to make them more dangerous — sometimes known as “gain of function” research.

CNN —The maker of the Swiss Army Knife is working on a new version of the classic multi-tool, which won’t have a blade. “We are in the early stages of developing pocket tools without blades,” a spokesperson for Swiss firm Victorinox told CNN in a statement Tuesday, adding that they will compliment the existing range of multi-tools rather than replacing them. For example, increasing concern over the prevalence of knife crime means that the British government is considering new legislation on bladed articles, and Elsener himself referenced the country’s rules. “In England or certain Asian countries, you are sometimes only allowed to carry a knife if you need to have it to do your job or operate outdoors,” said Elsener.

Traditionally, historians have studied these downturns qualitatively, by diving into the twists and turns of individual societies. In a study published Wednesday, these methods allowed Dr. Riris and his colleagues to answer a profound question: Why are some societies more resilient than others? The study, published in the journal Nature, compared 16 societies scattered across the world, in places like the Yukon and the Australian outback. The more often a society went through them, the more resilient it eventually became. “Over time, you will suffer less, essentially,” said Dr. Riris, an archaeologist at Bournemouth University in England.

The Louisiana secretary of state has ordered that the congressional map be finalized by May 15. Even so, they said, it was evident that creating a second district with a majority of Black voters was lawmakers’ overarching objective. But in the map drawn by the Republican-controlled Legislature, only one of the six congressional districts had a majority Black population. The warship was launched in 2022 and has “completed its mooring trials, outfitting work and equipment adjustments” working up to the latest sea trials, Xinhua said. House Democrats said on Tuesday that they would join with the G.O.P. to kill an effort to oust Speaker Mike Johnson if far-right House Republicans forced a vote to remove him from his post after he allowed a foreign aid package including assistance to Ukraine to be approved. When Representative Hakeem Jeffries, the House Democratic leader, was in Munich in mid-February for the annual international security conference, Representative Michael R. Turner, the Ohio Republican and chairman of the Intelligence Committee, quietly sought him out with a request. Mr. Turner, according to those familiar with the private conversation, told Mr. Jeffries that he was committed to funding Ukraine’s war effort and believed that Speaker Mike Johnson would ultimately put an aid package on the floor, in defiance of right-wing Republicans opposed to doing so. Anyone who was at Columbia University in the spring of 1968 cannot help but see a reprise of those stormy, fateful and thrilling days in what is happening on the Morningside Heights campus today. But there is a troubling and significant difference. That, in turn, has thrust the protests squarely into the polarized politics of the land, with politicians and pundits on the right portraying the encampments as dangerous manifestations of antisemitism and wokeness and demanding that they be razed — and many university administrations calling in the police to do just that. The transformation of the protests into a national political football is perhaps inevitable — everyone up to President Richard Nixon sounded off about students in ’68 — but it is still a shame. Because student protests, even at their most disruptive, are at their core an extension of education by other means, to paraphrase Carl von Clausewitz’s famous definition of war.

Markets wary of intervention as yen struggles at 155 level

Having traded in a tight range over the past few days, a buoyant dollar finally broke above the 155 yen level for the first time since 1990 in the previous session, and was last steady at 155.34 yen in early Asia trade. The breach of the 155 yen level comes as the BOJ meets to discuss monetary policy, though expectations are for the central bank to keep its short-term interest rate target unchanged following last month's landmark exit from negative rates. "We expect the BOJ meeting to deliver a marginally hawkish hold outcome," said Carl Ang, fixed income research analyst at MFS Investment Management. Continued expectations of gradual policy tightening and a low terminal policy rate make it difficult for the yen to appreciate significantly, even if at historically depressed levels." The dollar steadied at 105.79 against a basket of currencies, pulling away from a nearly two-week low hit in the previous session.

Senator Mitch McConnell does not give much away even in the most private of settings. “I wasn’t trying to convince Johnson of anything other than we had a time problem,” Mr. McConnell said in an interview on Tuesday, recounting the White House meeting and his message that help for Ukraine could not wait for Mr. Johnson’s political problems to sort themselves out. “I didn’t think we had time to fool around.”Mr. McConnell did not get immediate results. Trillions of noisy, red-eyed insects called cicadas are emerging from the earth after more than a decade of feeding on tree roots. This spring, Brood XIX, known as the Great Southern Brood, and Brood XIII, or the Northern Illinois Brood, are emerging simultaneously. The Great Southern Brood, which emerges across the South and the Midwest every 13 years, has been seen at sites scattered from North Carolina to Georgia. The Northern Illinois Brood, which appears every 17 years in the Midwest, is expected to appear in the next month, as temperatures there warm. “There’s surprisingly little information about cicadas that you’d like to know,” said Raymond Goldstein, a physicist at the University of Cambridge.
